Supporting quality early learning for disadvantaged two year olds
As part of the 2010 Spending Review, the Government announced that the free entitlement to 15 hours of nursery education would be extended to every disadvantaged two-year-old. Local Authorities are also being invited to bid for additional EIG funding to trial new approaches to expanding free early years education places.
The national evaluation of the pilot two year old places provided powerful evidence for the importance of quality – only those toddlers attending higher-quality settings (as measured by the ITERS) showed significant gains in language ability as compared to the matched comparison group.
